why do people get loads under their eyes when they are tired?

Lack of sleep
Because when your eyes don't close (A.K.A sleeping), then your body make alot of bags to make your eyes close.

I don't know why it only happen when you're tired, but there is sometimes fluid under within and it causes discoloration of your skin.
