How can I receive rid of shady circles?

I dont think they are hereditary, prhaps its my natural life style or sleeping, Is there something out there that can obtain rid of them for good or atleast fade them a little. Its wierd but If I step to bed late but i think i sleep fine the circles are really foggy and look like bruices and Im only 14 years hoary! Where its darkest there are loads of these tiny bumps what are they?
